A nation's efffort to improve productivity must first begin with basic economic units, namely, manufacturing and service industries. Therefore understanding, the productivity system and concept in those industries has become important. In general, the productivity of an industry is related to how effectively input resources in a process (manufacturing process, service process) are transformed into value for customers. In fact, manufacturing - based productivity concept, as a closed system, assume that an altered configuration of input resources in the production process does not lead to quality changes in outputs (the constant - quality assumption). However, in a service context, as an open system, changes in th eproduction resources and production system do affect the perceived quality of services. That is why, the term productivity has created plenty of confusin in services, and the concept of service productivity has often been carelessly used and improperlymeasured. The purpose of this paper is to analyze and compare the manufacturing and service - based productivity concept as a closed and open system.
