The position of ethnic groups speaking languages other than French and English in Quebec (the so-called 'allophones') has become critically important in the aftermath of the evolution of the 1 960s and 1970s, during which the position of the French-speaking majority was greatly strengthened. This is due to the falling birth-rate of the French-speaking population and the role which the allophones will play in future language and school legislation. They now attend French-speaking schools in increasing numbers, up from 15% some 20 years ago to about 65% at present. Yet the future is uncertain, partly because of difficulties within the school system itself, and also because the position of the French-speaking majority remains fragile.
