in the government administration there has been a paradigm shift from rule government into good governance. in the paradigm of the rule of government , the implementation of government, development and public services continue to rely on the legislations in force, but it was developed by establishing the principle of organizing good governance that not only involve the government or the state alone, but must involve both internal and external bureaucrarcy. Bad image attached to the body of bureaucracy it is because the system has been regarded as the goal, and it is no longer just a tool to facilitate thecourse of implementation of governmental tasks. in fact, the bureaucracy has long been an important part in the process of organizing the state government.
