the uniqueness of man and his role as citizens spawned a raft dynamic atmosphere in governance. that atmosphere is related to the relations betwee the state and citizenx as well as the ties between fellow citizens. one dimension of this relationship in the form of values that form the basis for assesing the propriety of the relationsip, which is commonly known as the ethics of governance. the larger the role played by a government, the greater the propensity to not bfunction properly, namely,: transforming itself from a menas of achieving the goal of becoming and in itself . When this situation ocuurs, the embodiment of the people's soveregnity will be manipulated, laws are made for comfort and self-righteousness, and the people's interests will becoming only sweetener words. in these conditions it is easy the occurance of symptoms of "fraud , waste, and urgency of ethical governance. This paper shall discuss the Government Ethics viewed from the prespective of public administration.
