This research is focusing on need analysis of English material for Islamic Law Students at IAIN Palopo with ESP based. Need Analysis is very important before designing teaching materials for English for Specific Purpose. According to Hutchinson and Waters (1987), ESP is an approach to language teaching in which all decisions as to content and method are based on the learners' reason for learning. Since 1960's, as stated by Dudley-Evans and St. John (1998), ESP has become a vital and innovative activity within the Teaching of English as a Foreign and Second Language movement. In addition, according to Dudley-Evans and St. John (1998), the cornerstone of ESP is addressing the language which is required by learners as well as learning contexts of learners. As it is about specific learners, therefore, it must be tailored to the needs of these learners. This coordination is accomplished through what is called Needs Analysis (NA). They also argued that "Need" is defined by the reasons for which the student is learning English, which vary from their purposes of learning. The research is aimed at finding out the target need and learning needs of the Islamic law Study Program students at IAIN Palopo that can be used to designing the appropriate material of the Islamic Law Study Program students at IAIN Palopo. This is a part of Research and Development project. The study uses quantitative and qualitative methods. The findings describe the real needs of students of ESP for Islamic Law Students. The target need of Islamic law students in learning English are to be able to communicate in English correctly and to be able to access information that related to law in general and Islamic law. Then, in the learning process they need to have some various activities such as doing interview and conversation practice in English. Then, in reading, listening and writing they want to have material about some specific topics on Islamic law practices. In addition, they also need to learn by using ICT tools such email, social media, video and other technology tools.
