The book's initial chapter is a survey of the material and topics discussed at greater length in the remainder of the volume. WHile the bank was not an activist free - market advocate, its top management did favor the efficiency of self - adjusting markets. Trade liberalisation and the importance of market forces became the bank's message, notably under its 1981 - 86 president, A. W. Clausen. This was particularly emphasised, since the bank was so dependent on private sources for finance, mainly the new york market in earlier years.
