This paper attempts to raise a discussion on developing a framework for assessment of Parliaments based on principles of Total Quality Management (TQM). It first examines the current methodologies in use to assess the performance of Parliaments. It then proceeds to establish a case for adoption of TQM approach to improving their performance. A broad framework of a TQM model for assessment of Parliaments is outlined. The paper concludes with suggestions for future course of action to develop a full-fledged Parliament Excellence Model.
