This has created a need for performance measurement tool that helps in better service delivery; decision-making; evaluating programme performance and results; communicating goals; and improving effectiveness. The paper seeks to throw light on the use of Return on Investments as a system appraisal tool; which would help in enhancing both quantum and quality of performance delivery. It would discuss means to identify, capture and measure the outcomes in various sectors and departments, both in financial and non financial terms. This would juxtapose the two extreme ends i.e. input and result and therefore provide a common platform for comparison and analysis of the same.
