Part-time workers provide a flexible labour cost management and flexible time arrangement of the workers themselves. On the other hand, their work is insecure, embedded by a little of chance for internal promotion, higher risk of job loss as well as likely to fall in working poor category The share of involuntary part-time employment was from 1.5 in 2000 to 3.0 percent in 2012. This paper aims to examine macro-level factors affecting the share of involuntary part-time employment for macro-policy planning purpose, since most previous literatures contributed to individual analyses.. The share of this group in the labour force and employment has significantly increased. In OECD .countries, the share of part-time employment was 11.9 and 16.9 percent in 2000 and 2012 respectively. A structural econometric model was employed using international cross-country data of OECD countries. The result suggests that the level of GDP, the share of the service sector and the share of female labour participation are likely to decrease the share of involuntary part-time workers. The higher share of female labour participation tends to reduce the share of involuntary part-time employment. The increase in youth unemployment moves up the share of involuntary employment significantly. The Marginal Effective Tax Rates positively affects on the share of involuntary part-time workers. Therefore, during an economic recession, the share of involuntary part-time employment can be reduced through tax policies.
