These study aims to, first to know the factors that most affect the workers in starting entrepreneurial success. Second, to identify the type of work done by the workers and the third, to create a model for the empowerment of workers. The analysis tools used are by using AHP, FGD and indept interview. This study was conducted with 50 respondents in Sragen and Karanganyar. The results showed that the discussion by using the AHP is obtained as follows: At the first priority level expected by the workers is (1) Internal factors, (2) institutional and (3) External Factors. As for the second level priority perceived by workers is the internal factor consisting of (1) Education, (2) equity, (3) the potential of the environment around the workers live. At the second level institutions, which consists of (1) Licensing, (2) government support and (3) the rule of law. The third level of the external factors coherently influenced by (1) Market, (2) trainings and (3) loans The second objective of the study has also found that most families already doing business productive workers, since workers are still working abroad. Research on the third goal, showed that the model development and empowerment of migrant workers will be successful if supported active participation of all stakeholders such as local governments, communities, businesses and including education
