Fisheries subsector in East Java has big potential not only in marine and inland fisheries, but also in fish processing. But the fisheries development so far has not contributed significantly in the economy sector in East Java. Development of an integrated fishery is expected to provide bigger contribution to regional economic development in East Java. This study aims to determine the strategy of fisheries development in East Java based on sectoral and spatial approach. Analysis of the data used is the descriptive analysis, the shift share analysis and the analysis of input-output tables. Marine fisheries subsector contributes biggest value added if it is compared with others subsectors, such as inland fisheries and fish processing subsectors. The results showed that the fish processing has advantages in the formation of the output, increasing revenue and creating job opportunity also including sub-sector that has big potential to be developed in East Java. Spatially fisheries development priorities should be focused on competitive and specialized area such as Lamongan, Banyuwangi, Pamekasan, Trenggalek, and Pacitan also supported by area that only competitive advantage or specialized.
