This symposium contains papers from among those presented at a eurostat / office for national statistics (ONS) / cardiff university conference on the measurement of inflation' held at cardiff university on 31 august - 1 september 1999. The conference built on recent interest following findings that the US consumer price index (CPI) overstated the change in the cost of living by about 1.1 percentage points per year (boskin et al, 1996). The matter is not trivial. Over a dozen years they estimated the cumulative additional national debt from overindexing the budget would be more than $ 1 trillion. For the united kingdom a 0.1 percentage point overstatement of the RPI is estimated by the ONS to affect. Such bias affects the targeting of inflation : taxation, liability and bank payment adjustments, indexation in legal contracts, wages, benefits, current cost accounting, deflation of national accounts, wages and retail sales. Eurostat's particular interest arose from its responsibilities relating to the harmonisation of measurement procedures for CPI s for member states of the european union. Comparative inter - country analysis of price stabiity for convergence requires comparative measures.
