The crisis which happened 1997-1998 has generated some problems within the economic sector such as inflation and unemployment. The increase of the number of unemployment is a direct result of the termination of employment that happened in a quite sufficient number at that time. These unemployed people then fulfilled their economic needs by becoming "Pedagang Kaki Lima (PKL)". According to the Provincial Government Regulation of DKI Jakarta No 8/ 2007 regarding the Public Order (Perda 8/2007), PKL is defined as a person who performs business in trade located in public facilities. These people include both who are permitted and not permitted by the Provincial Government. This article will focus on two issues, : 1) the implementation of the sanction for the PKL as regulated in Perda 8/2007, and 2) efforts made by the provincial government in order to halt the business trade performed by the PKL. The results showed that: 1) the sanction has not been implemented properly, and 2) the efforts done by the provincial government is still very minimum.
