ASEAN is not ready to be a “security community” in the region despite its claim as a “pluralistic security community”. ASEAN dispute settlement mechanism such as the TAC, the ARF, and the ASEAN High Council have lost its legitimacy because there has been less political will from ASEAN member states to use them. While there is reluctance, ASEAN have created new form of institution called AIPR. Instead of using any of those institutions, ASEAN relied on external power such as UNSC, ICJ, and OIC. Traditional dispute settlement which emphasizes on bilateral mechanism rather than multilateral one has also weakened existing frameworks they have. The aim of this article is to describe the institutional problems embedded in the creation of ASEAN Security Community. Using constructivism in International Relations, this article emphasizes on norms and identity relation. This article claims that in order to shape collective identity, ASEAN member states should build mutual trust by returning to their genuine institutions of conflict resolution. Because the management of internal disputes settlement among member states is the core of security community idea, their commitment to institutions mentioned above will determine whether or not ASEAN is ready to be a security community. If they failed to conform norms, they would have no capacity to build a sense of community. If they have no sense of community, they would have no community at all.
