Law number 32 of 2004 on regional government was replaced by Law No.23 of 2004 and then experienced changes and the latter was replaced by law no.9 of 2015 on the second amendment of law no.23 of 2014. What became the question is whether there is a substantial difference between this new law and the law No.32 of 2004? The focus of this paper is to answer the question : how the regional administration based on the new law on local government? The answer to this question will appear on a number of regional autonomy following dimensions, such as the scope of government affairs of the autonomous regions, the establishment of new autonomous regions, the regional administration, community participation, local finance, local government relations with the central government and the supervision of the local government. this paper will discuss all those dimensions above mentioned.
