Policy on government bureaucraic reforms is implementedwithin the framework for the improvement of public services. this activity has long carried out about five years. Its implementation is done at the central and local government levels. Much has been achieved in relation to the public service, but in really there are still many who have not achieved its target yet. Especially with regard to the theme of clean from coruption, collusion and nepotism. Many obsatcles and distorsions which occur in the implementation of policy reform in the Indonesian bureaucracy, both at the central and local government levels which if it is broken down substantially will include many things.
