Leadership is a strategic element in government. Without leadership, practically, government is not moving. As governance theory says, that leadership is the basis of the bureaucratic machine work. Governance consists of the elements of leadership and bureaucratic machine that serves to achieve the desired goals in th enation. In local government, leadership consist of the political leadership and the leadership in the bureaucracy. Political leadership comes from the executive and local parliament.
