In the process of governing each person lives his wife with other people in order, and in that order every person has opurtinity to actualize himself in an attempt to realize its ideal meaning, which is generally expressed in terms of fairness, prosperous, wealthy and happy. Government also showed th egloom of life of citizens. When that happens, then th ehistory also records the darkness of life citizens occured as a result of the ongoing government leadership which is arbitrary and not siding with the people. the question that arises is whether the underlying value of the existence of a government always being constructive meaningful to the lives of citizens?
