Leadership is a universal phnomenon that exist in every community, whether large, medium, and small. In addition ti the universal, the symptoms of leadership also is a pasrticular and unique phenomenon at the same time. In the leadership of the government, in addition to using theories, paradigms and general principles of leadership, it also pays attention to government's hallmark. The characteristic of government leadership if reflected in taking action or decision which is not free, but must be in accordance with the corridor of legislation, and based on its authority. This paper is going to discuss leadership in general and also specially discuss the government's leadership.
