Along with the fall of the new order, 1998, Indonesia has entered the era of freedom of speech. Democracy became a new icon. as a consequence the leader is required to meet the basic criteria in accordance with the practice of demorcratic governance, such as trust, simple and transformative. But contrary to the ecpectations, after four times of the national elections (1998-2014) and 1,080 times of local head elections (2005-2014), which tends to emerge is a form of transactional leadership.
