When a company becomes larger, the role of information in the company becomes greater. These informations should be managed as knowledge that has business value. Knowledge Management System is a system intended to manage informations as knowledge that becomes one of the key parameters of success in business competition. Information management in the form of standard procedures and work policy documentation still have to be well managed by International Oil Company (IOC). International Oil System (IOS) is a system that provided as a technical information and knowledge management facility. SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats) and Knowledge Management Toolkit is used to early analyze to determine knowledge management characteristic that needed by IOC and how to manifest, in increasing the advantage in competition. Result from this research is a Knowledge Management System design which is a collection from Knowledge Management tools that emphasize web-base codification implementation strategy. It is expected with this result, the knowledge that owned by the company through the expertise and knowledge champion (Community of Practice) can be raised and well managed so can be used to increase employee competency, performance and productivity to strengthen IOC competency level.
