Local government expect profit from local enterprises (BUMD) as the main local revenue sources. However, most of BUMD in indonesia indicate poor performance. It is often argue dthat it is difficult to find the appropriate indicator to measure the BUMD performance as the existance of BUMD not only lead to profit motive oriented but also social motive oriented. This study discusses three issues : 1. the performance measurement of local water enterprice (PDAM) in kabupaten demak, during 1998 - 2000 period by using financial, operasional and administrative indicators 2. the position of PDAM based on SWOT analysis, and 3. then the fit strategy, for improving PDAM performance
