By the early of 1980s, the extent of foreign borrowing by developing countries, such as mexico, brazil, philipines had become unsustainable large. Philipines' total outstanding debt grew almost 27 percent per year and icnreased by almost US$ 24,54 billion from 1973 to 1982. As long as the exports of philippines grew at the same rate as borrowings, all was well. But with the rise in world interest rates and the slowdown in the world economy after 1980, philippines found that their borrow and invest strategy had led them to the brink of financial crisis. On October 17 , 1983, phlippines declared that they were unable to meet debt repayment schedules. As a result, philippines failed to make interest payment and had their debts "rescheduled". Environmentalists and nature conservancies began to argue that the large amortization and interest payment made by highly indebted countrie sto service their debt were causing irreversible damage to their resources bases especially forest and biodiversity. They began to see a situation where precious natural resources were being increasingly exploited and environmental sustainability was being increasingly compromised by programs attempting to service debt. In response to these issues, environmentalists decided to take an active role in the fight to protect against this degradation. The creative idea arising to address this problem was that of debt for nature swaps. This paper decribes about debt for nature swaps in the philippines. Although they were not a solution to the current debt crisis in philippine they could be one way to increase funding for conservation in response to crisis condition. They could create jobs to enhance protection for small farmer in conservation area border from poverty.
