This study was started from a question about the expected of government policy which is to reducing the educational divide by introduction of digital textbooks. The rapid growth of information communication technology and the development of new technologies mean that the change of education is needed. Recently, one of the most significant was the digital textbooks. The Korean Ministry of Education, Science, and Technology announced the ‘Smart Education propulsion Strategy’ in June 29, 2011. This strategy contained an annual propulsion plan for the adoption of digital textbooks in the classroom starting in 2015. However, it is not easy to adopt digital textbooks in every primary, secondary, high school when considering educational finances, learning effectiveness and so on, within a short period. This paper studies the ways how to maximize the effectiveness and minimize the problem when digital textbooks are adopted, not discussing the adoption itself. Actually, the discussions on digital textbooks are partially exaggerated in the aspects of education, and also tend to bring an unrealistic fantasy based on the exaggerated effect. So, the authors were explored to the deepening possibility of students’ learning gap in using digital textbook. First, the authors defined digital textbook as ‘electronic book that is used in the school as an interactive primary instructional material’. In other words, it is a digital learning material that is electronically developed from existing paper textbook, thus possesses the advantage of paper book but has additional functions such as searching, navigation, and multimedia learning functions. In the results of analyzing the preceding research on digital textbooks, many studies focused on the effectiveness of academic achievement though there were no common results finding that the academic achievement is reached higher level by digital textbooks. Also there were lots of concerns about negative influence of digital textbooks on students’ emotional, social, physical development. In addition, according to a recent study, it argued that the effect of using digital textbooks on academic achievements have to consider the socioeconomic variables and digital learning environment. Thus, the authors recommend that digital textbooks should be developed step-by-step, instead of a full-scale development. The transition into digital textbook should be dealt carefully. And a discussion about the deepening possibility of the educational gap is consistently needed.
