Isi artikelLiterature reviews showed that “cultural competency” became popular in the helping professions in the 80s, but the concepts of cultural diversity, biculturalism and multiculturalism were lasted for a decade. Learning the past trends in cultural competency and the understanding of the main types of cultural competency frameworks, i.e., the macrosystemic approach, the ethnographic approach and the multicultural practice approach could help gain knowledge and insight about the gaps and research deficits of those conceptual frameworks as well as what serious consequences they posed. The aim of the study is to identify the core constructs and concepts of cultural competency practice in order to develop and reconstruct cultural competency concepts and frameworks for counseling practice. The findings proposed a cultural competency practice framework including developing the constructs of emotional intelligence, cultural intelligence, and intercultural communication intelligence in order to achieve cultural competence.
