Program Keluarga Harapan (PKH) is accelerated project developing by government to handle poverty problem and also concern about the social protection policies. PKH had been held in few countries and called as Conditional Cash Transfer (CCT). Heading for poverty overcame in East Java since last 2007, PKH was constructed by government for poor family in society which focused into educational sectors and healthty sectors. In addition to PKH, this program concern into poor family who have a children on elementary and/or junior high school for educational sectors and also concern for the pregnant woman and toddlers healthiness. PKH helping and protecting poor people got a better accessibility for their assurance by government on education and health sector. Implementation of PKH on East Java, had been lasted from 2007 until 2013, indicate there was decreased number of poverty on East Java with 0,8% point each years. Hence, this trend will influence PKH sustainability on East Java Province for next following years. This paper aim’s to reflect about PKH growth among poor family, strength and also PKH ability as a policy covering poverty on East Java, Indonesia. On the other hand, this paper discuss about PKH sustainability holding on primary role among poverty problem on East Java.
