Applying management techniques to solve the depopulation problem of a remote village

For the inflow increase of the visitors to the depopulated village, various types of stays should be developed for them: sightseeing invitation for short stayers of business companies and schools; middle-length stay for remote office by company workers; a long term stay for elderly family by moving to live in the village. In this study, we regarded the depopulation problem of "O village" located in the central Japan as to be solved by management techniques, such as Balanced Scorecard abbreviated as BSC and Strategic Mapping. From Customer view among five views of BSC, we could define interest and satisfactory factors of the visitors of each type after examining and analyzing successful examples of tourism resources and their attractive advantages in other similar villages in this country. We recognized that many experience-based tourist attractions can be utilized in the village. From the view of Internal Operations, we pursued the service offering effectiveness and efficiency of all the resources to be used or spent related to the visitors. From Learning and Growth view, we clarified the necessary knowledge for the high quality contacting the customers both for direct and indirect service providing persons including hotels, restaurants transportations, etc. We were able to go ahead while making the assessment from Environmental view while confirming Financial view. For the solution of such a social problem, we are convinced that the application of management techniques is extremely effective.
