According to the increase of research and development (R&D) complexity and its investment, higher quality of R&D results, more rigorous research integrity, and more systematic knowledge management during R&D has been required. To meet these requirements, a new paradigm on R&D has been suggested, that is ‘R&D Quality Assurance (R&D QA)’. The R&D QA is defined as all the planned and systematic actions to verify whether R&D processes are conducted in a proper manner and the results of R&D fully satisfy customers' requirements. Related to R&D QA, US government (e.g. Department of Energy (DOE)) and some international research associations (e.g. American Society for Quality (ASQ)) have established their guidelines to support R&D QA. Each guideline provides R&D quality elements in common, i.e. factors or activities in R&D which affect the quality of the R&D critically (e.g. management of documents and records). The guidelines suggest that researchers and project managers should consider and handle the R&D quality elements during R&D to achieve a higher quality level of the results. In this study, an analysis on these guidelines is conducted and the common quality elements from these guidelines are extracted. In addition, a survey on the importance of the extracted elements is conducted with eighteen experts who are engaged in R&D QA in various research institutes. Based onthis survey, common quality elements are prioritized and then key quality elements are identified, i.e. relatively more important quality elements than others.
