A recent mainstream of development is industrialization, whereas it would be supported by agricultural and service sectors. Since, the industry will consume output from agriculture and the other hand will use service sector to distribute output from an industry, and then the most important role of industry is to maintain the national welfare. However, developing industry must be selected by type, scale, and investment patterns. Because only a few industries have been successful to maintain the national welfare. Thus only an industry which absorbing an intermediate demand can be added to the value of the national welfare. Recent direction of the private investments has been producing final demand. In the short time, it would be yield a quick profit. These are import substitution manufactur- ing industry in which they create a consumerism propensity. In turn, it will reduces domestic saving.
