Bureauratic reform is not only a matter of administration aspect. In fact, politic also plays a significant role in the implementation of bureaucratic reform. Applying the rational choice theory, this paper argues that bureaucratic reform is largely determined by the rational choice of key actors, namely politicans and bureaucracy. The self-interest calculation of these actors examines the power relation between politicans and bureaucrats reform is about power struggle between these two actors. Only if the rationally of politicans is in line with the rationality of bureaucrats does bureaucrats reform takes place succesfully.
