The Experts often mentioned two aspects of the administration of development are interconnected and reinforced each other. Both aspects are first, development mannagement and second, how to strengthen and empower the public administration. the first aspect concern how the state can mannage development policies which are embodied while in the second aspect, covered in it, reorganizing the bureaucracy whose existence is closely interconected with the first aspects. The second aspect of this by calden is described as administration reform.
