Isi artikelEach Indonesian citizen including the poor in the urban areas is granted by the 1945 Contitution (Article 34, paragraph 3) the rights to enjoy health services. Apart from this, the law No. 23, 1992 article 4 on Health stipulates the need for obtaining the optimal degree of health. Despite the fact that the goverment ha carried out varios efforts to improve health services of the poor, not all poor poeple including the unreached obtain the benefits of the public Health Insurance Program. This article expounds obtacles and oppurtunities faced by unreached in making use health servises the urban areas. Based on the research carried out in Bandung and makasar, it was found that the access unreached to based Health services provided by the goverment was severely limited, which is due to such factors as limited funds, oppurtunity cost, the distance between the poelple's residence and the places where the servies are provided, low qualite of the servies, lack of information regarding the kinds of health services provided, and cultural factors. This article also address the oppurtunities and the policy of the solutions that can be made so as to improve the access of the unreached to basic health services.
