The change in position of the sub-districts as field administration wich performs general government affairs, has not been accompanied by the change in the organization. The Organization of sub-district has not been design as a service area. altough there has been a limited delegation of those tasks to the not followed by the design of the relevant organization to the delegated tasks. Departementation of functions is not in accordance with delegated tasks and also is not in accordance with the size of organization tha tends to be uniform. Policies related to the placement of personnel and budget allocation are not adjusted for the change of the posisition of the sub-district. Available resources are inadequate and the budgets are not prepared on the basis of permance the reality of district as working are is ineffective.
