At the begining the general government was seen the entire process of governance in the country (Minus land functions, Judicial and Monetary), but in its development, the general government affairs continue to experience a reduction process. In the time of independance, the scope of the general government affairs and function of pamong praja as a carrier of the general government affairs have experienced ups and down, in line with the development of the local government system setting which have changed several times. At one time there were some people who perceived that, in modern times, Pamong praja corps should be abolished because it was a legacy of the colonial government and contains element of feudalism. This paper shall discuss the general government and the dynamic of policy and its implementation.
