In the Context of decentralization, general functions of government which embrace functions of government do not become one of the ministries and local government affairs absolutely should be regulated by legislation. The Reality in in Indonesia, since teh enactment of Act No. 22 of 1999 on Reggional Government, there is the vagueness of the meaning and the nature of general funstions of government. In this Act followed by act No. 32 of 2004 on Regional Government, no more understanding and setting about general functions of government. Whereas the existance of general function of government has become an integral part of the implementation of decentralization and is needed in Indonesia as a unitary state which is in the formation of solidity of its nationality. This Paper attemps to explain the reasons why the form of unitary state such as Indonesia, with the principle of the widest possible autonomy, is still necesary to keep the general functions od government which are handle by the central government or its officials in local area.
