As a necessity in the civic life, local governments have an absolute prequisite namely the territory. The founding fathers had already thought about it since the beginning, since not even the birth of the republic od Indonesia. In the interest of local governments in achieving the ideas of democracy and the welfare of society, the territory was dividedinto sub-regions of the state. In this work, of the territorial aspect in this work is more geared in the framework (concept) of the unitary state. The territory of the state can be divided as receptable of decentralization. However, it must be noted that there are two meanings. First, sub-state region in instead for the benefit of de-concentration. Second, sub-state region in intended for the benefit of decentralization.
