Isi artikelThis study proposed the used of benchmarking framework to evaluate the performance of vocational education and training centers (VETC), using Taiwan Training Quality System (TTQS) to ensure the advantages and disadvantages of each factors to confirm the priority of the criteria's weights and alternative solutions. This study used Delphi, Analytic Hierarchy Process Theory (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) as the base method and divide the whole process into three stages. In the first stage, Delphi method identifies and integrates criteria, sub-criteria and alternatives. In the second stage, Analytic Hierarchy Process Theory (AHP) is used to ensure that the vocational education and training centers (VETC) undergo performance evaluation against its competitors through TTQS to observe the relationships of every criteria and sub-criteria and the overall performance indicators. In the third stage, TOPSIS method is used as the basis to evaluate the performance of the vocational training centers. This study found that the proposed framework can immediately provide alternatives in a complicated environment and can understand the VETC by integrating the model. The center manager can use TTQS to view advantages and disadvantages and can consider the current operating conditions to find suitable methods to formulate strategic objectives. The framework proposed by this study can clarify the complicated relationships in the decision-making process
