So far, Koran quality management policy reports have been diffused in the form of a white paper. However, such a white paper has low physical accessibility, and thus, there is a problem that government officials or entrepreneurs cannot acquire proper information in appropriate time, when they need the contents of the white paper. The critical mind that the problem needs to be solved has been shared among the Korean Agency for Technology and Standards (KATS)), Korean Standards Association (KSA), and Korean Society for Quality Management (KSQM), and they collected best practices of quality management by industry. Also, quality management terminologies used much in practice, and core contents of major books on quality have been investigated and put together. To enhance accessibility to the established information, they have enabled the information to be immediately used in the cyber and mobile environment. This paper introduces the details of the cybernetic system of white paper on quality management. The cybernetic system provides hyper-text connectivity between core contents in the white paper. It is expected that people's usability of the white paper on quality management will be enhanced since the knowledge sharing system can be flexibly used in the cyber and mobile environment
