Isi artikelAs research and development (R&D) is considered one of the key sources to enhance national competitiveness, the world has continued to increase their investment in R&D. Against this backdrop, evaluating the quality of R&D activities becomes inevitable. Conventional R&D management has focused on measuring the outcomes such as the number of research articles and/or technology transfers in an attempt to assure the quality of such R&D activities. This study, however, claims that the evaluation system for R&D needs to focus on the R&D process itself, rather than its results, by suggesting new process-oriented performance indices. To this end, we first define a general form of R&D process through an intensive literature review, and then identify common quality elements of R&D. By considering those, new quality performance indices for R&D are finally proposed. Each index adopts a two-dimensional scoring system that we named RAB Grid model, for its easy interpretation. This research also aims to apply these performance indices to real R&D institutions or organizations
