This article tries to elaborate of grand disign planing of the Indonesia goverment in Papua, especially in the province of west Papua towards culture identity of Papua which are heterogenic and dynamic. The set up are which is associated with expansion areas make a make a new interconection identity space of culture of Papua society with a new culture that brougth by expansion areas planing. In these moments, conflict occur which is dominated by political economy contestation. Yet, one of the biggest challengs on expansion areas is whether return to the originality of Papua culture based ethnicity or think for the outside world and a disire to always renew its cultural identity.
