Democracy, in principle, gives citizen the individual freedom Individual interests, including that of improving welfare, are guaranted for its discretion. The state oblogatorily encourages and attempts the people prosperity. Democratic experiments thet had occured since Indonesia's independence up to now has not been able yet realize every citizen's prosperity. Democracy likely has empowered and made some citizen (particularly elite) prosperous, but had not empowered and made some other yet. Democray in Indonesia needs a number of preconditions that should be owned first to run democracy substantially. Firstly, the quality of people should be good. Secondly, the improvement of democratic culture within the society. Thirdly, societal economic factor. Fourthly, the existence of independent and well-fungtioning political party. Fifthly, the existence of suppresser groups encouraging democratization. Sixthly, the existence of state institutions having superior performance according to their function. Seventhly, the availability of regulation set supporting democratization.
