Why agrarian conflicts can not be resolved, and the more agrarian conflicts, much research has been conducted, the results of agrarian conflict because of regulations and institutions, this paper is to remind the institutional problems until now making agrarian conflict was not finished, so it requires political will, commitment and political institutions of the government for the problem, so that the land problem can be solved.
