In the past era, Agricultural development was carried out by top down and centralized approaches. Application of the linear model of communication has put farmers as a tool to achieve national's goals (rice self-sufficiency). It has ignored the enhancing of the farmers' ability. The research intended to formulate a model to increase the ability of the peasants. The data were collected started on March-May 2012 using some methods: observation, interview and focus group discussion. Data has analyzed by using descriptively and structural equation model. The research result showed that: (1) The application of participatory communication at a low category and influenced by quality of program implementation, the role of agent of change and the peasants characteristics. (2) The ability of the peasants is low due to the weak factor: quality of program implementation, the role of agent of change, the application of participatory communication, the access and environment support, the peasants characteristics and learning of the peasant. (3) The role of communication participatory to enhance the ability of the peasants is through increasing the intensity of dialogue between the peasant and the stakeholders (insiders and outsiders). Exchange of information and knowledge through ideal dialogue was used by the peasants to cope problems when planning, implementing and evaluating farming. (4) Strategy to improve the ability of the peasants by optimizing efforts: program implementation, the role and competence agents, access and support environment, improving the characteristics of the peasants and appropriateness of the peasants' learning process.
