This article discusses the development of manual sign codes for use in the education of deaf children as an example of language planning activity. An overview of the nature of signed languages is presented, followed by a description of the creation and purposes of manual sign codes and an analysis of such codes as language planning. It is suggested that the development of manual sign codes can be seen as a misguided effort that ignores both the linguistic bases of natural sign languages and the language rights of the deaf as a cultural and linguistic community.
