The search for a feasible language policy that gives official status to indigenous languages in multilingual African states is the focus for this study. A sample survey of Ghanaians is reported and analyzed with a logit statistical model. The model shows that a 3±1 language policy, one in which individuals need to learn a national language, an international language and a local language, constitutes an equilibrium outcome. (The outcome is for two languages for Ghanaians whose mother tongue is the national language; and it is for four languages for minority groups who need to learn a vernacular different from their mother tongue). Mechanisms to provide incentives to "losers" are analyzed as public policy tools to help Ghana achieve the equilibrium.
