Isi artikelAfrikaans (one of the official languages of the Republic of South Africa) is used as an official language and as a lingua franca in Namibia. After independence in Namibia, English (which is spoken as a mother tongue by less than 5% of the population) will become the new official language. One of the main objectives of this language plan is to unite the various races and speech communities of Namibia into one national entity. 'The language planning problem is clearly how to introduce English to the population in the shortest possible time and how to do this with limited funds without destroying the indigenous languages. Traditional approaches to language planning concentrate mainly on language problems and therefore fail to identify the crucial non-linguistic variables that could help in the spread and maintenance of a variety. A systems approach is proposed in which the network metaphor replaces the structure metaphor and enables the language planner to see the relationships between his plan and other forces in society. For instance, the role of the language professions in the implementation of the Namibian language plan is emphasized. National unity is, furthermore, not only achieved by language planning, but by other political means as well.
