Control of the state in the management of natural resources in the mining industries, which is entrusted to foreign companies led loss of access of local communities to Merindu gold mining. However, in later development, local communities were able to show their ability to empower themselves. The research is meant to explore the local communities struggle to obtain the authority to manage gold mining at Merindu, and theirefforts to empower local communities in the management of gold mining. To achieve the research goal indicated, this study used a qualitative approach. Observations on a number of gold mining areas and in-depth interviews with a number of key informants, namely village elders, miners, government officials and people who have knowledge of gold mining. I use an interactive model to analyse the data and the model of triangulation to ensure validity of the data. The results of this study found, among other things that local communities struggle to gain authority through collective actionin order to obtain a licence from the government. They also make , and efforts to empower local communities to develop self skill based on the value of local wisdom particularly "hondou" and "haweh" values.
