It is strongly believed that whatever shape and form of government of a nation state, does not really matter to society. For society, the important thing is the welfare. But also very believable, that the harmonious shape and form (compatible) between different elements in a system of government - the one who is able to provide a better sense of justice and prosperity for the people. The regional administration within a nation state has a set of values to be achieved, namely: nation building, the efficiency and effectiveness of government, democratization, and participation in governance, and socio - economic development (Hoessein:1980)2. Therefore, any government in the region should bring maximum benefit to the public interest. Why such hopes have not materialized yet in Indonesia?3. Even since the Law Number: 22, of 1999 which according to some experts judged more emphasis on democratization and participation? The main idea of this paper argues that it is caused by the presence of disharmony between various subsystems within the local government system that was developed in Unitary State of Indonesia.
