the practice of Aceh special autonomy has yet to show any significant progress. One of the reasons is the weak vision of local government in designing social security programs such as education and health on the basis of public interest. These programs only served as political rhetoric for image building used by local government during election or a tool for political mobilization. In South Aceh, these programs turned to bad practices that might lead to a bleak local democracy in the future due to disfunction of bureaucracy, politization of public positions, and government mismanagement. On the other hand, the weak society's potential to build social movement is also a hindering factor in the fulfillness of social security delivery to the public.
