the diversity of ethnicity, religion, culture and customs is something characteristic of the Indonesian nation. Therefore, in making policy leaders should pay attention to the diversity that exists in society. The most concrete rewards in building and preserving the culture and potential of each region which are very diverse it's the Government of Indonesia provide a board of autonomy and responsibility to each autonomous regions in Indonesia as a consequence of the application of the principle of decentralization. Conceptually there are 3 kinds of decentralization. First, decentralization symmetrical; Second, asymmetric decentralization; Third, decentralization mixture of symmetric and asymmetric decentralization. This paper seeks to discuss the concept of decentralization in question.
